Because privet resprouts from roots and stumps, a quote that only grinds it should say so; any follow-up treatment is a separate line and a separate season.
Silt soil and slope
Most upland ground here is deep loess, which drains well but washes fast once bared. On a sloped field edge or a draw, leaving roots in place under a chip layer is often the cheaper finish, because scraping to dirt adds erosion control work and, inside Brownsville, may bring a stormwater plan into the picture.
Getting to the work area
Mobilization depends on where the assigned equipment is coming from and how far it travels, since this area is served from outside it.
