Why Yaupon Is the Species That Matters Here
Yaupon holly is the dominant understory brush species across the Post Oak Savanna and East Texas Pineywoods transition zone. As its density increases it shades out the grass and native groundcover beneath it, and open, grazeable woodland that once carried cattle or wildlife through the understory closes over as the yaupon reaches eight to twelve feet and the canopy seals. Productive open timber becomes impenetrable thicket. Alongside it, the Pineywoods understory carries waxmyrtle, American hornbeam, and rusty blackhaw viburnum.
Here is the part that decides whether the work lasts: yaupon resprouts aggressively from its root system after cutting and will come right back if you do not plan for it. A mulching pass is not a kill. It is an opening. What holds the opening is planning at the time of clearing: over-seeding with competitive grass species while light reaches the ground, follow-up herbicide treatment, or a scheduled mulching maintenance programme. Regular prescribed burns and herbicide are the conventional controls in forestry practice for exactly this reason.

What the Mat Is Doing
Material processed in place stays on the tract as ground cover rather than becoming a pile you have to deal with. There is nothing stacked waiting on a burn window, nothing to load, and no disposal fee. On wooded ground the layer also suppresses some of the light-hungry regrowth for a while, which is a modest but real head start on the maintenance interval. Depth depends on how much material came off: a light pass leaves a scattering, a sealed yaupon thicket leaves a substantial mat.
Where Mulching Stops
Two honest limits. It does not remove stumps or set grade, since the drum works at and slightly below grade, so a building pad cut to grade needs clearing plus dirt work. And it does not, by itself, end a yaupon stand, for the reasons above. The Permit Still Applies
Choosing to mulch rather than clear and haul does not change what the county asks. Montgomery County requires a development permit for all proposed development in unincorporated areas, and its definition of development includes clearing; a clearing permit is required before a site can be cleared or altered.
