What to Know Before Clearing Land Around Beaumont

Wet swales set the calendar. The flatwoods hold water above a tight layer of subsoil. A lot that carries a machine in a dry month can swallow it after a week of Gulf rain. Tracks spread the load, but ruts in a soaked swale hurt the roots of the oaks you want to keep and leave puddles that last. Three offices can have a say. Inside Beaumont, the city's flood damage prevention article requires a development permit in mapped flood hazard areas. Filling, grading and digging count as development, and fines run up to $500 for each day a violation goes on. Outside the city, Jefferson County Environmental Control wants a call before any development to land. Drainage District No. 6 reviews drainage for subdivisions and developments, and new hard surface over a quarter acre must not add to runoff. Storms leave a second kind of job. After Hurricane Rita in 2005, the Texas Forest Service counted 771,000 acres of damaged and affected timber in Southeast Texas, worst in Orange, eastern Hardin and southern Jasper counties. It called a tree damaged if it was uprooted, snapped, leaning past 45 degrees or likely to die within a year. Leaning and hung trees are a different hazard from brush, so they are priced separately. Whatever comes down stays out of the ditches: the city says branches dumped in a drainage ditch break state law.

Beaumont Land Clearing FAQ

Inside the city, Beaumont's flood damage prevention article requires a development permit in mapped special flood hazard areas and counts filling, grading and excavation as development. In unincorporated Jefferson County, Environmental Control asks to be contacted before any development to land, using the same broad definition. Forestry mulching runs $1,500 to $4,000 per acre and full clearing $1,500 to $4,500. Open cutover with young pine and brush prices low; a swale thick with hardwoods, or a tract full of storm-broken trees, prices high. Within limits. TPWD describes the local flatwoods as fine-textured soil over a layer that holds water up near the surface, so the low swales saturate in wet seasons and dry out in between. Never the ditch. The City of Beaumont's flood handout says branches and leaves dumped in creeks or ditches violate state law. Burning on site is allowed under state rules only outside city limits unless an ordinance permits it, in daylight, in a moderate wind and away from occupied neighbours. County burn bans come and go with dry weather, so check the Texas A&M Forest Service burn ban map for your county before any fire. Mulched brush needs neither.
